About the project
Project Swell was initiated to guide the transition of SeaO₂’s process from lab-scale to pilot size. We included automation of the process and scaled the process up in volume. The core technology was first upscaled at the Afsluitdijk, integrated with an existing seawater-pumping facility. The next phase is to also scale up the supporting equipment for standalone operations, which we plan to do in the harbor of Scheveningen. It is important to note that this is an R&D focused system, through which we will not be delivering carbon removals.
Afsluitdijk
At the Afsluitdijk we validated our core technology. We gained experience in building an initial upscaled system and performed research and development. We co-located with REDstack, meaning that supporting systems, such as seawater pumps, were already available on-site, which helped us to focus on validating and improving our own technology.
Scheveningen
At Scheveningen we want to take another step. Whilst further driving further innovation of our core technology, we also plan to validate the technologies needed for standalone operations, such as seawater pumping, pretreatment of the seawater, and transport to downstream partners. We will do this with our growing team and supporting experts. The Harbor of Scheveningen is a good place for this because of its location and access to seawater, but also because of its maritime innovation. With this innovative pilot, we contribute to Scheveningen’s vision for a futureproof harbor. We are currently in the permitting stage of this project. SeaO₂ is organizing a community outreach event in early 2026. Stay tuned for more information.

Jan-Hendrik Schretlen, Director, Campus@sea
“SeaO₂ is a unique technology developer that removes CO₂ from seawater through Direct Ocean Capture and thereby from the atmosphere, after which the captured CO₂ is used by chain partners as a feedstock for sustainable products. We regard SeaO₂ as a valuable new user of the Scheveningen harbor and a partner in our innovation ecosystem.”
Philip Mulder, Municipality of The Hague
“As a municipality, we are fully committed to water-based innovation and the growth of the blue economy—an ambition firmly anchored in our Port Vision 2025–2050. SeaO₂ fits seamlessly into this future vision and is, both literally and figuratively, a frontrunner accelerating this development.”
